The Scan of Laws and Policies Affecting Human Rights, Discrimination and Access to HIV and Health Services by Key Populations in Pakistan identifies the current status of legislation, policies, institutional frameworks in Pakistan that safeguard the universal human rights of the key affected populations with regard to the HIV prevention, care and treatment. The scan establishes a baseline on the current enabling environment (law, policies and institutions) in relation to safeguarding the human rights of the key populations and second, and it provides a set of recommendations to input into any reforms to promote an enabling environment where the human rights of the key populations are protected.

Recent progress towards zero discrimination in Asia and the Pacific: Punitive approaches to sex work, drug use and sexual relations between men; criminalization of HIV transmission; and enforcement of restrictions on entry, stay and residence against people living with HIV hinder access to HIV prevention and treatment services, and can contribute to the increase of HIV-related stigma and discrimination. Over the past years, over 10 countries in Asia and the Pacific have removed or revised a number of such punitive laws or policies. These actions are helping to enable more people to access HIV services.

This document was developed in response to the increase in HIV-related human rights crises in recent years in countries around the world and the need for guidance for country-based United Nations (UN) staff in determining how best to respond to these events. It is based on a 2012 guidance note prepared by the UNAIDS Secretariat for its staff. This expanded guidance is primarily intended for members of Joint UN Country Teams on AIDS (UNAIDS co-sponsoring organizations, UNAIDS Secretariat and other relevant UN partners). It will also be of interest to staff members of other international organizations who are concerned about or may need to contribute to a crisis response, such as international donors/development partners, representatives of foreign diplomatic missions and civil society groups.

This Prakas is aimed at regulating employers of entertainment service enterprises, establishments and companies to properly and comprehensively implement the Labour Law.
The objectives of this Prakas include:
- Strengthening the implementation of the Labour Law without any discrimination;
- Clarify the Labour Law implementation obligations by employers towards entertainment workers;
- Sensitize entertainment workers on the duties, rights and benefits as stated in the Labour Law;
- Improve relationship between employers and entertainment workers according to the Labour Law;
- This Prakas covers all entertainment service enterprises, establishment and companies across the Kingdom of Cambodia.

The ASEAN Forum on Migrant Labour (AFML) is the only known migration forum in Asia that brings together key stakeholders in labour migration in the ASEAN, including government, employers and workers' organizations- as well as the ASEAN Secretariat, civil society and international organizations such as the International Labour Organization (ILO).
This document is a summary report of the Post 6th ASEAN Forum on Migrant Labour GMS Consultation Workshop on good practice to improve existing complaint mechanism held on 15-16 August 2014 at Phnom Penh, Cambodia.

- A comprehensive and context-specific approach is required to tackle migrants’ vulnerabilities including addressing issues related to safety and dignity, rights and entitlements, as well as HIV and broader health-related challenges.
- To maximise impact, projects targeting migrants should plan interventions at source, transit and destination with both migrants and their spouses.
- Migration projects should include components that focus on women migrants’ specific vulnerabilities, such as harassment, violence, stigma and discrimination, as well as their vulnerability to HIV and other health problems.

Pakistan has followed the epidemic pattern typically seen elsewhere in Asia, i.e., shifting from low HIV prevalence to high prevalence concentrated among certain key populations at higher risk. The first indigenous HV case was detected in 1987, more cases started being reported in the 1990s (mostly among returning work migrants and their families), and then suddenly in 2003 high levels of HIV were detected among people who inject drugs in Karachi (23%) and Larkana (9.7%) in Sindh.

Typical of the pattern seen elsewhere in Asia, the epidemic in Philippines began with explosive growth of HIV among people who inject drugs (PWID); in Cebu, HIV prevalence in male PWID increased from 0.8% in 2005 to 52.4% in 2013. Recent surveillance indicates that HIV is spreading from Cebu to the neighbouring city of Mandaue, where prevalence has increased from 0% in 2009 to 42.3% in 2013 (IHBSS 2005 to 2013).

Transgender people in Asia and the Pacific face many challenges in claiming their rights in general, and specifically their right to health care. Through capacity building the transgender community can be empowered to promote transgender-positive attitudes and advocate for competent, comprehensive and accessible health services.
In order to identify priority actions for the health and rights of transgender people in Asia and the Pacific, the Agenda in Transition regional community consultation was held in Bangkok, Thailand, on 19-20 February 2014. This event brought together diverse members of the transgender community; UN agencies, civil society organizations, donors and other partners to review the current situation for the region’s transgender people and determine those needs, which require accelerated action.
