The role of digital technologies for health financing and their potential contribution to UHC progress is receiving increased attention, although the evidence base is still very small, indicating the need for further documentation and assessments of countries’ practices. This paper seeks to contribute to gathering the evidence needed. Specifically, the paper assesses the experiences of three countries – Cambodia, India and Rwanda – to explore the use and role of digital technologies that support the identification of the poor and other vulnerable population groups.

Strengthening primary health care to tackle racial discrimination, promote intercultural services and reduce health inequities

Primary health care (PHC) is the essential strategy for reorientating health systems and societies to become healthier, equitable, effective and sustainable. WHO outlines 14 strategic and operational levers for policy-makers to strengthen PHC. Within each lever, there are multiple potential entry points for targeted actions to address racial discrimination, foster intercultural care, and reduce health inequities experienced by indigenous peoples as well as people of African descent, Roma and other ethnic minorities.

Global Health Sector Strategies on, respectively, HIV, viral hepatitis and sexually transmitted infections for the period 2022-2030

The new strategies propose a common vision to end epidemics and advance universal health coverage, primary health care and health security in a world where all people have access to high-quality, evidence-based and people-centred health services. The GHSS promote the disease-specific goals to end AIDS and the epidemics of viral hepatitis and sexually transmitted infections by 2030, with 5 strategic directions providing the overall guiding framework for achieving these goals. 
 

Consolidated guidelines on person-centred HIV strategic information: strengthening routine data for impact

These guidelines focus on the collection and use of person-centred data across the HIV cascade – from prevention, testing and treatment to longer-term health care – building upon 2017 and 2020 strategic information guidelines. The updated guidelines present a standard minimum dataset, priority indicators and recommendations to strengthen data use across HIV prevention, testing and treatment, and linkages to services for sexually transmitted infections, viral hepatitis, tuberculosis and cervical cancer.

Global Competency and Outcomes Framework for Universal Health Coverage

The goal of this Global Competency and Outcomes Framework for UHC is to advance improvements in health and progress towards UHC through aligning health worker education approaches with population health needs and health system demands. More specifically, the primary objective of this document is to provide guidance for the specification of pre-service and in-service competency-based education outcomes for health workers, which in turn inform the development of relevant curricula, learning activities and assessment approaches.

Global Competency Framework for Universal Health Coverage

The Global Competency Framework for Universal Health Coverage identifies the health worker competencies towards the achievement of UHC organized within six domains: people-centredness, decision-making, communication, collaboration, evidence-informed practice and personal conduct. This framework has been developed through the lens of 12-48 month pre-service education pathways. With this framework, WHO sets out its recommended approach to competency-based health worker education outcomes; in so doing, it also provides conceptual and terminological clarity.

HIV Module: Global Competency and Outcomes Framework for Universal Health Coverage

This module introduces the principles of competency-based education (CBE) and the competency model used within the WHO Global Competency and Outcomes Framework for UHC which is oriented towards the performance of the practice activities relevant for the scope of practice and service package. It maps the HIV services from the UHC Compendium with the practice activities in the Global Competency and Outcomes Framework for UHC; in so doing, it provides a reference for the content and outcomes to be integrated into competency-based curricula.
