Men having sex with men (MSM) have continued or emerged to account for a significant proportion of newly acquired HIV infection in many areas around the world, including Hong Kong. The first PRiSM (HIV prevention and risk behavioural survey of men who have sex with men in Hong Kong) study was conducted in 2006. It was the first community-based MSM and HIV study of its kind in Hong Kong. Designed also as a regular public health surveillance programme to track the epidemic and inform intervention, the survey was repeated in 2008 and 2011. Special Preventive Programme of the Department of Health (DH) conducted this fourth round of PRiSM from April to September 2017. The study aims to update on the HIV prevalence among MSM in Hong Kong, and inform on HIV/STIs preventive interventions and the profile of risk behaviours of local MSM.

The report is released ahead of regional meetings commencing this month in preparation of the annual High Level Political Forum on Sustainable Development. The report calls upon UN agencies, Member States, and members of civil society to collaboratively ensure HIV-related data is included in the framework of Agenda 2030.

HIV/AIDS Situation in Hong Kong [2017]. Centre for Health Protection, Department of Health. (2018)

The first case of HIV infection in Hong Kong was reported in 1984. As of 2017, the Department of Health has received a cumulative total of 9,091 reports of HIV infection and 1,857 AIDS cases under the voluntary and anonymous HIV/AIDS reporting system. The number of HIV reports in 2017 was 681, 2% decrease compared to the 692 cases in 2016. People infected with HIV progress to AIDS when they suffer from clinical complications of severe immunodeficiency due to HIV. In 2017, 91 AIDS reports were received. The most common illnesses presenting at AIDS were Pneumocystis pneumonia and tuberculosis.

Integrated Biological and Behavioral Surveillance (IBBS) Survey among Men who have Sex with Men (MSM) and Transgender (TG) in Tarai Highway Districts of Nepal - Round II. National Centre for AIDS and STD Control. (2018)

This is the second round of Integrated Biological and Behavioral Surveillance (IBBS) survey among MSM/TG conducted in eight districts of Tarai Highway Districts in Nepal. The primary objectives of the IBBS surveys were: to determine the prevalence and trend of HIV, Syphilis, Chlamydia Trachomatis (CT), Neisseria Gonorrhoea (NG) and associated HIV-related risk behaviors among MSM/TG, collect information related to socio-demographic characteristics and explore the association between the risk behaviors and HIV and other specific STIs among MSM/TG population.

Integrated Biological and Behavioral Surveillance surveys among Female Sex Workers and Men who Have Sex with Men Timor-Leste, 2016-2017. Johnston LG, Moran A, et al. (2018)

This report presents the findings of the second round of Integrated Biological and Behavioural Surveillance (IBBS) surveys conducted in 2016-2017 among female sex workers (FSW) and men who have sex with men (MSM) in Dili and Baucau, Timor-Leste. The previous round was conducted in 2011 among the same populations and found an HIV prevalence of less than 5%. The present study is primarily aimed to track the HIV epidemic, monitor sexual risk behaviours, and to measure access to intervention programs in responding to HIV.

The Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project conducts a range of HIV prevention activities to reduce HIV transmission among key populations (sex workers, men who have sex with men, transgender persons and people who inject drugs) and to improve their enrollment and retention in care. These reports offer up-to-date knowledge that can be used to strengthen HIV and AIDS programming for key populations worldwide.

Young and High: A Rising Reality - A Qualitative Analysis of Drug Use among Young Gay, Bisexual and MSM in Sexualized Settings in Bangkok, Hanoi and Jakarta. Youth Voices Count. (2018)

The purpose of this study was to collect data on the “high-fun” realities of young gay, bisexual men and other young men who have sex with men in three major cities in the region; Bangkok, Hanoi and Jakarta. The cities were selected depending on available data on drug use.
This is a qualitative study undertaken by Youth Voices Count as a regional network and serves the purpose of collection of data to inform future interventions and advocacy of YVC on and for young gay, bisexual men and other young men who have sex with men who use drugs in sexualized settings. This study is by no means a scientific study of this phenomenon.

Breaking new ground: A municipal review of HIV and rights programmes and services for men who have sex with men and transgender people in Kathmandu, Nepal was conducted in 2014-2015 as part of the broader UNDP-led initiative that examined HIV and rights programmes and services for men who have sex with men and transgender people in seven South Asian cities. The review aims to inform and strengthen Kathmandu’s municipal HIV and rights responses for these vulnerable key populations. Government and community leaders were crucial to the review process as they provided valuable inputs that informed the recommendations.

Men who have sex with men (MSM) has continued to account for a significant proportion of newly acquired HIV infections in Hong Kong. To keep on tracking the epidemic and inform intervention, MSM population has been included as one of the five major at-risk populations in the HIV/AIDS Response Indicator Survey (HARiS).
The fourth HARiS was conducted in 2016 via commissioning to the Stanley Ho Centre for Emerging Infectious Disease, School of Public Health and Primary Care of the Chinese University of Hong Kong.
