At this important juncture, the 13th round of HIV Sentinel Surveillance (HSS) was implemented in 556 districts in 34 States and Union Territories (UTs) of India during January-April 2013. This report presents the findings of the 13th round of National HSS and shows prevalence levels and trends of the HIV epidemic from 2003 to 2012-13. As a part of NACO’s endeavour to disseminate programme information and promote data use by different stakeholders, this document titled 'State Fact Sheets March 2014’ has been developed. It consolidates the information on epidemic scenario and programme response at state level into a one page factsheet on each state, for easy and quick reference. The HIV estimates mentioned in the document are the latest available estimates on HIV epidemic, with reference year 2011. Programme statistics refer to the status as on 31st March 2014 and summarise achievements during 2013-14. A note and glossary is added at the end that gives brief description of different services provided under NACP-IV and mentioned in the Fact Sheets.

HIV Sentinel Surveillance (HSS) and HIV estimations are the two most important strategic information activities that generate evidence on the epidemic’s patterns. By measuring and analysing the state of HIV epidemic in the country, HIV Sentinel Surveillance data and HIV estimates provide policy makers and programme managers key markers on the epidemic for use in planning, programming, resource allocation and advocacy efforts at national and decentralised levels. They, thus, have remained a core function of the Department of AIDS Control and continue to play a central role in guiding India’s AIDS response.
