Background about ART program in Nepal:
- ART was started in Nepal in February 2004 from Sukraraj Tropical and infectious Hospital, Teku.
- ART is available for free of cost for all eligible people living with HIV (PLHIV).
- Currently ART is available from 61 sites in 55 districts. HIV care is available from many sites including ART sites.
- National Consolidated Guideline for Treating and Preventing HIV in Nepal 2014 is the guiding document for providing HIV treatment and care in Nepal.
- CD4 count service is available from 27 sites across the country.
- Viral load monitoring service is available from National Public Health Laboratory.
A Report on Migrant Children & Child Labourers and Seafood Processing in Thailand's Fishing Industry

Thailand’s fishery and seafood processed products yield a great deal of revenue in international markets and become widespread in several regions around the world. These trends affect the business management and production of Thai seafood processing industry as well as fishery business which lead to the employment of a large number of migrant workers from neighbouring countries such as Myanmar, Laos and Cambodia. However, smong the large scale consumption of seafood and processed seafood, buyers and consumers in many countries push forward the fairness in trade, social responsibility, labour rights protection and legal labour. In 2010 US put a spotlight on Thailand in terms of child labour of shrimp and seafood processing industry. Samut Sakhon becomes the target area which is on the alert for child labour since the province is the migrant labourer reservoir and one of the most significant manufacturing area of fishery and seafood processing industry of Thailand. Migrant labourers immigrate into Thailand and become the main workforce in Samut Sakhon generation after generation in the manner of cycle - like process.

Following on from the December 2014 inter-regional Experts’ Meeting on “Realizing a Fair Migration Agenda: Labour flows between Asia and the Arab States Experts’ Meeting”, an Asia Tripartite Meeting was held on May 6-7, 2015, co-organized by ILO with the Ministry of Manpower of the Republic of Indonesia.
The Fair Migration Agenda, as outlined by ILO Director General Guy Ryder at the International Labour Conference (ILC) in June 2014, calls for "constructing an agenda for fair migration which not only respects the fundamental rights of migrant workers but also offers them real opportunities for decent work." A Fair Migration Agenda is one in which there is a fair sharing of the prosperity that migrants help to create. This can be achieved through building migration regimes that respond equitably to the interests of countries of origin and destination, migrant workers, employers, and nationals.

With the recent updates on the HIV epidemic status and the current program responses, the various strategic information, including updated surveillance results from the HSS and community behavioral surveillance (BSS) and integrated behavioral and biomarker surveillance (IBBS) among different key populations, updated intervention program results (HIV care and antiretroviral treatment, prevention of mother to child HIV transmission, etc.), population structural change, etc. The Bureau of Epidemiology, in cooperation with the Thailand and the Thai Working Group on HIV/AIDS Projections (2010), the A2 Thailand, and the Thailand MoPH-U.S. CDC Collaboration operate the Projection for HIV/AIDS in Thailand 2010 -2030 using the recent update version of Asian Epidemic Model, entitled AIDS Epidemic Model (AEM) for HIV projection among adult 15+ years old and the Spectrum for HIV projection among children lesser than 15 years old.

This study was initiated to generate evidence around the vulnerabilities faced by migrant populations traveling to India. Both qualitative and quantitative methods were used to explore the vulnerability of sailors and a standard BCC questionnaire was used to assess knowledge around HIV and AIDS.
The research study highlights specific opportunities for designing a HIV prevention programme addressing the unique challenges and vulnerabilities of sailors in Bangladesh which includes designing HIV and AIDS information dissemination in appropriate written and verbal from , advocate with NGO’s and civil society organization in raising awareness of the potential HIV – vulnerability of sailors.

Being a migrant is not a risk factor in itself, but poorer health and higher HIV vulnerability among migrants are explained by: discrimination, gender inequality, sexual violence and exploitation, dangerous working environments, poor living conditions, poor access to education and social services and, most importantly, poor access to health care. Migrants often lack access to mainstream health care, education and social services. Many migrants do not have legal status within their destination countries and live in isolation, making it difficult to protect themselves against the people who might exploit them or sexually abuse them. Social isolation and other factors may lead migrants to participate in high-risk behavior, including use of drugs and alcohol.
This regional review is curtailed due to the breadth of the topic. Migratory trends, economic push-pull factors, HIV epidemiological data, legal and policy environments, as well as national/regional HIV programming are all essential elements of any discussion on HIV and migration. This review will touch on all of these elements in a limited fashion while focusing on two high-volume migratory corridors that reflect the current trends in HIV epidemiology among migrant and mobile populations in Asia and the Pacific.

The qualitative study, commissioned by Care Nepal, sought to explore the effects and outcomes of the EMPHASIS project, launched four years ago to reduce HIV and AIDS vulnerability among cross border migrants; and to influence national and regional policies relating to safe mobility through evidence generated regionally. The project, working along a continuum of source, transit, and destination areas, provides HIV prevention and treatment services to migrants and their families. Additionally, the project partners with local stakeholders to ensure safe passage of migrants on transit besides providing other support services. The study was, thus, designed to assess the influence of the project in addressing HIV vulnerabilities, and at the same to enquire into whether inter country passage has been made safer for migrants.
