Bhutan’s Progress: Midway to the Millennium Development Goals. Gross National Happiness Commission and United Nation (2008)

Bhutan along with other member states signed the UN Millennium Declaration in 2000 that outlined a shared vision for the new century based on the fundamental values of freedom, equality, solidarity, tolerance, respect for nature and shared responsibility.

The UNAIDS/WHO Working Group on Global HIV/AIDS and STI Surveillance, initiated in November 1996, is the coordination and implementation mechanism for UNAIDS and WHO to compile and improve the quality of data needed for informed decisionmaking and planning at national, regional and global levels.

Bhutan_Update_HIV2010 HIV/AIDS has had a multi sectoral approach since 2001, which has helped increase awareness on STIs and HIV/AIDS immensely. Increased awareness, improved mechanisms and access to Counseling and testing facilities on STIs and HIV/AIDS have enhanced the detection of HIV infection.

MICS Bhutan2010

The National statistics Bureau conducted the Bhutan Multiple Indicator Survey between March and August, 2010. The survey’s main objective is to provide up-to-date information on the situation of children and women in Bhutan. The survey is also aimed at furnishing data required for monitoring progress towards the MDGs, the goals of A World Fit for Children and other international goals. It is hoped that the findings will serve as a basis for equity-based programming, as well as contribute towards the improvement of data and monitoring systems in Bhutan. It will also help to strengthen technical expertise in the design, implementation, and data analysis of similar surveys in future.

The Himalayan Kingdom of Bhutan, though isolated geographically, is not impervious to HIV. Increasing cross-border migration and international travel, combined with behavioral risk factors, mean Bhutan could face increases in HIV infections. With HIV prevalence currently very low, there is still time to stop its spread.

Prevention of Mother to Child Transmission Guideline. Ministry of Health Bhutan (2009)

HIV infection in pregnancy is associated with signifi cant maternal morbidility. Infected children die early without interventions and uninfected children are left without parents. Society has to bear the loss of working people and the expense of looking after the orphans. Millions of children are infected from the maternal routes many of which could have been prevented.

A sizeable percentage (53%) of Bhutan’s population comprises young people in the 10-24 year age group. According to country reports 11 cases of HIV/AIDS have been identified in the age group of 10-24 years and three AIDS-related deaths have also taken place among them.

UNGASS 2012_Bhutan_Narrative_Report

The National STIs and HIV AIDS Prevention and Control Programme (NACP), under the Department of Public Health, led the preparation and submission of this report, with technical support from UNAIDS, Nepal. The report was prepared through desk reviews of current literature and discussions with key persons involved in the epidemic response at both the national and sub-national levels. A consultative meeting with key stakeholders and implementing partners from various sectors was organised for the National Commitments and Policy Instruments (NCPI) review. Their valuable experiences and knowledge contributed immensely to understanding the ground realities and devising future strategies.

Sexual Behaviors and Networks in Thimphu, Bhutan: A Rapid Assessment. National AIDS Control Programme (2010)Available evidence indicates that the prevalence of HIV in Bhutan remains low. However, there are indications of vulnerability. A recent general population survey found that the prevalence of conventional STIs is high.
