One critical role of outreach workers is to identify people who have not been reached by HIV services. There are numerous models for achieving this reach, including (but not necessarily limited to) targeted face-to-face outreach in locations where men who have sex with men and transgender people gather, so-called “cyber outreach” via internet and social media platforms and peer-driven recruitment models wherein our clients help us recruit additional members of our targeted audiences.

This review will describe the extant literature on key populations vulnerable to HIV in order to inform a mapping and behavioural study that will provide a baseline for the implementation of the Integrated HIV/TB multi-country grant in the Pacific.

In order to develop its new Strategic Plan (2016-2021), The Global Forum on MSM & HIV (MSMGF) undertook a comprehensive and iterative consultation process with MSMGF members, partners, Board members and staff. We gathered evidence through a series of activities conducted between early 2015 and early 2016. These activities, as well as other strategies gathered through the whole process is outlined in this document.

This is the first round IBBS survey among MSM/TG conducted in eight districts of Terai Highway in Nepal and field work conducted by National Institute for Development and Research (NIDR). The eight districts namely Jhapa, Morang, Sunsari (Eastern Terai), Nawalparasi, Rupandehi, Kapilbastu (Western Terai), Kailali and Kanchanpur (Far-western Terai) were purposively selected on the basis of previous round of size estimation, consultation with relevant stakeholders during the formative assessment.

Nepal has been conducting HIV and STI surveillance particularly among key populations, namely: PWID, FSW and their clients, MSM/TG, and male labor migrants for more than a decade mainly to track changes in HIV and STI prevalence along with behavioral components such as condom use. Hepatitis-B and C screening among PWID has been started in the IBBS surveys from 2015. In 2016, baseline IBBS surveys were conducted in Street Involved Children and Youths in Kathmandu Valley, Female injecting drug users in Kathmandu Valley and MSM and TG in Terai districts.

This report showcases the activities of the past 12 months of 2014, and how APCOM has been actively engaging with national governments, in particular with policy makers and law enforcers, to create a supportive legal environment for MSM and transgender people in order for them to have access to relevant and appropriate sexual health services, and be freed from structural barriers like criminalisation, stigmatisation and discrimination.
